Highway Authority Objection Successfully Addressed
DW Transportation was appointed by Greggs Plc to provide specialist transport planning support following a Highway Authority objection to a proposed new Greggs store at Greyfriars Place, Stafford.
The Highway Authority raised concerns regarding parking provision, parking layout, internal manoeuvring and servicing arrangements, recommending refusal of the planning application.
Rather than simply responding to each individual comment, our approach was to examine how the development would operate in practice and whether any genuine highway safety or operational issues would arise.
Our Approach
We undertook a comprehensive review of the Highway Authority's concerns and worked closely with Greggs and the planning consultant to develop an evidence-based response.
This included:
Reviewing the Highway Authority's technical objections.
Assessing the proposed parking provision against the actual operational characteristics of a Greggs store.
Obtaining peak staffing information directly from Greggs.
Revising the parking layout to improve manoeuvrability.
Preparing swept-path analysis and tracking for every parking space.
Assessing servicing arrangements for delivery vehicles.
Producing a detailed technical response demonstrating that the proposal could operate safely despite the physical constraints of the town centre site.
The Outcome
The submitted technical evidence demonstrated that:
Peak parking demand had been overestimated.
All parking spaces remained practically usable.
Delivery vehicles could safely service the site.
No material highway safety issues would arise from the development.
Following submission of DW Transportation's response, the Planning Officer recommended that planning permission be approved, notwithstanding the Highway Authority's objection, with the recommendation progressing to final management sign-off.
Why This Matters
Development sites are often constrained, particularly within established town centres. Absolute compliance with every design standard is not always achievable or necessary.
This project demonstrates how a pragmatic, evidence-led transport assessment can assist decision makers in distinguishing between minor technical departures from guidance and genuine highway safety concerns.
By focusing on operational reality rather than standards in isolation, DW Transportation helped provide the planning authority with the confidence to support the proposal.
