Construction Method Statement to Discharge a Planning Condition

Project Overview

DW Transportation was appointed to prepare a Construction Method Statement (CMS) to discharge a highway planning condition relating to the extension of an operational nursing home in Pontypridd.

Although planning permission had already been granted, construction could not commence until the Local Planning Authority was satisfied that the development could be built safely without creating unacceptable impacts on the surrounding highway network or disrupting the day-to-day operation of the nursing home.

The Challenge

Unlike many developments, the nursing home needed to remain fully operational throughout construction.

This meant that residents, visitors, staff, emergency vehicles and construction traffic would all be using the site simultaneously. The Construction Method Statement therefore needed to demonstrate that deliveries, contractor parking and construction activities could be carefully managed whilst maintaining safe access at all times.

Our Approach

We prepared a comprehensive Construction Method Statement that directly addressed every requirement of the planning condition.

The document explained how construction vehicles would access the site using the existing entrance, how deliveries would be booked to avoid congestion, how contractor parking would be managed, and how pedestrians would be protected through segregated routes and traffic management measures. It also included proposals for wheel cleaning, dust suppression, loading and unloading procedures, material storage and site establishment, together with measures to minimise disruption to the continued operation of the nursing home.

The Outcome

The Construction Method Statement provided the Local Planning Authority with the information required to discharge the highway planning condition, allowing the development to progress towards construction while demonstrating that highway safety and the operation of the nursing home would be protected throughout the works. The report was prepared specifically to satisfy the wording of the planning condition and the objectives of Policy AW5 of the Rhondda Cynon Taf Local Development Plan.
