Case Study: Delivery Management Plan for Restaurant Redevelopment in Barry
When planning permission was granted for the redevelopment of Christ Church Presbyterian Church on Tynewydd Road, Barry, the Vale of Glamorgan Council imposed a highway condition requiring a Delivery Management Plan before development could proceed.
DW Transportation was appointed to prepare the document required to satisfy the Local Planning Authority and help the client move the project forward.
The Project
The proposal involved the conversion of a vacant church building into retail and restaurant accommodation together with staff accommodation and associated alterations.
Although the Highway Authority accepted that the site occupied a sustainable location close to Barry town centre, it identified deliveries as the principal highway issue requiring further control. The Highway Authority therefore recommended that planning permission should only be granted subject to a Delivery Management Plan.
Planning permission was subsequently granted with a condition requiring a Delivery Management Plan to be submitted and approved by the Council before development commenced.
The Challenge
The building occupies a constrained urban location adjacent to a mini-roundabout on Tynewydd Road.
The Highway Authority wished to ensure that delivery vehicles:
avoided peak traffic periods;
did not obstruct the public highway;
parked safely whilst unloading; and
operated without creating unnecessary congestion.
Rather than requiring costly physical highway works, the Council sought operational controls to manage servicing activity.
Our Solution
DW Transportation prepared a bespoke Delivery Management Plan tailored to the site's operational requirements.
The document considered:
anticipated delivery frequency;
likely vehicle types;
appropriate delivery times;
suitable stopping locations;
unloading procedures;
driver instructions;
management responsibilities; and
procedures for monitoring compliance.
The report demonstrated how deliveries could be managed safely without adversely affecting highway safety or the operation of the surrounding road network.
The Outcome
The Delivery Management Plan was submitted to the Vale of Glamorgan Council to satisfy the planning condition attached to the planning permission.
The condition has subsequently been discharged, allowing the development to continue in accordance with the planning permission.
