Supporting a Rural Glamping Development Through the Planning Process

Project Overview

DW Transportation was appointed to provide transport planning and highway design services in support of a planning application for the construction of three high-quality holiday glamping pods on land off Blackvein Road, Risca, South Wales.

The site occupied a rural location served by a narrow country lane, presenting a number of transport and highway challenges. In addition to preparing the transport planning submission, DW Transportation also designed the parking and servicing arrangements and produced the engineering drawings required to support the planning application.

The Challenge

The proposed development was accessed via Blackvein Road, a narrow rural lane where sections of carriageway width, forward visibility and vehicle passing opportunities were identified as potential concerns during the planning process.

The Local Highway Authority questioned whether the existing highway network was capable of safely accommodating additional traffic associated with the proposed holiday accommodation. Demonstrating that the development would have only a negligible impact on highway safety therefore became a key part of the planning strategy.

Unlike a conventional residential development, however, the proposed holiday pods would generate only a small number of vehicle movements, largely confined to guest arrival and departure periods.

Our Approach

Rather than relying solely on highway standards, DW Transportation undertook a detailed assessment of how the development would operate in practice.

We reviewed the anticipated traffic generation associated with the holiday pods, considered the historic use of the site, inspected Blackvein Road and its existing passing places, reviewed the available collision record and assessed the operation of the surrounding highway network. The assessment demonstrated that the development would generate only a very limited number of vehicle movements and that the existing highway network was capable of accommodating this level of traffic safely.

Throughout the planning process, we worked closely with the project team and responded to technical queries raised by the Local Highway Authority, providing proportionate, evidence-based responses that reflected the scale and nature of the proposed development.

Integrated Highway Design

This commission extended well beyond the preparation of a transport planning report.

DW Transportation also prepared the supporting engineering drawings required for the planning application, including the proposed parking layout, vehicle manoeuvring arrangements, servicing strategy, refuse storage facilities, site cross-sections, boundary treatment and tree protection measures. By delivering both the transport planning evidence and the supporting highway drawings, we were able to provide the client with a coordinated package of technical information that addressed the planning and highway requirements of the scheme.

The Outcome

DW Transportation successfully demonstrated that the proposed holiday accommodation would have a minimal impact on the surrounding highway network and that the existing access arrangements were appropriate for the limited traffic generated by the development.

By remaining involved throughout the planning process, we provided ongoing transport planning advice, refined the supporting information where required and prepared the additional highway drawings necessary to support the application. The project illustrates the value of combining transport planning expertise with practical highway design to deliver clear, proportionate and well-coordinated planning submissions.
