Supporting the Creation of a Rural Wedding and Events Venue

Project Overview

DW Transportation was appointed to provide transport planning advice in support of the proposed change of use of an agricultural site to a wedding and events venue at School Farm, Sandbach.

The development would enable the site to host weddings and private events for up to 120 guests, together with staff and suppliers. As with many rural venues, the principal planning issue was whether the surrounding highway network could safely accommodate event traffic without creating unacceptable impacts on local roads or neighbouring communities.

The Challenge

Wedding venues generate traffic very differently from most developments. Rather than creating vehicle movements throughout the day, guests typically arrive within a relatively short period before an event and depart together later in the evening.

This often leads to concerns that concentrated traffic movements could result in congestion, parking problems or highway safety issues, particularly where venues are located on rural roads.

The challenge was to demonstrate, using robust evidence rather than assumptions, whether the local highway network could comfortably accommodate these occasional peaks in activity.

Our Approach

DW Transportation undertook a detailed assessment of existing traffic conditions using seven-day Automatic Traffic Count surveys and reviewed the operation of the surrounding highway network.

Instead of relying solely on standard trip generation rates, we compared the expected arrival and departure profile of wedding events with actual traffic flows recorded on the adjacent road. This enabled us to assess how event traffic would interact with existing conditions and whether the additional vehicle movements would have a material impact on highway operation.

The assessment also considered parking provision, site access and the practical operation of the venue. Recommendations were provided for event management measures, including stewarding, directional signage and event-specific traffic management procedures, to ensure visitors could arrive and depart safely and efficiently.

The Outcome

Our assessment demonstrated that the proposed venue would generate relatively infrequent and manageable traffic movements that could be accommodated safely on the surrounding highway network.

By combining real traffic survey data with an understanding of how wedding venues operate in practice, we produced an evidence-based assessment that addressed the key transport and highway issues associated with the proposal.

Wedding venues are often viewed as challenging developments because of their concentrated arrival and departure patterns. This project demonstrates the importance of understanding how a site will actually operate rather than relying on assumptions about traffic generation.

Our role was to provide an objective assessment based on measured traffic data, practical operational knowledge and proportionate transport planning principles, giving the planning authority the information needed to make an informed decision.
